Can I reorder pages?

No. Pages always come out in their original order, even if you type something like 5,1. A page listed twice appears once.

What does "Page out of range" mean?

You typed a number higher than the page count. The message tells you how many pages the PDF has, so adjust your list.

Will it open a password-protected PDF?

No. Protected or damaged files cannot be opened. Save an unprotected copy in your own PDF app first.

Does it need the internet?

The first time, it loads the pdf-lib library from a public CDN. Your file itself stays on your device.
