Why does max size not work with PNG?

PNG has no quality setting to lower. For a target size choose JPG or WebP, or reduce the width.

How does it hit the target size?

It lowers quality step by step, then shrinks dimensions if needed. A very small target may not be reached; the message shows the real size.

Can it make an image larger?

No, the width field only scales down. A width bigger than the original leaves the size unchanged.

What about transparency?

JPG turns transparent areas white. PNG and WebP keep them.
