Does the file always get smaller?

Usually for photos, but not always. Simple graphics with flat colours may stay about the same or grow. For a specific size use the compress tool.

What happens to a transparent logo?

The transparent background becomes white. Keep it as PNG if you need transparency.

Why does screenshot text look softer?

JPG compression slightly blurs sharp edges. PNG is the better choice for text and simple graphics.
